UP NORTH COMBINE LTD.

Part One of the AGM of the Up North Combine was held on Monday 14th. December 2009 in the Hollyhill Club, Gateshead  All Federations were in attendance plus many members.

Meeting opened at 7.35pm. with the President Mr. F.A. McCluskey in the Chair.

Agenda

Groups

No. 1. Trimdon Federation proposed that Hetton does not fly in group 5. This proposal was withdrawn.

No. 2. It was proposed Tees Valley sec. Wansbeck there be 6 group liberations to include Huntingdon, 2 groups from Rivenhall. Eliminated at first round of voting.

No. 3. It was proposed Teesside sec. Houghton that the groups for old bird inland racing from Huntingdon onwards be as follows: No. 1 – Section 1, No. 2 – 2,3 and 5, No. 3- 4 and 6. Eliminated in second round of voting.

No. 4. Trimdon Federation proposed that all inland races except Nationals are liberated in 6 groups. This proposal rec. no sec.

No. 5. It was proposed Wansbeck sec. Sunderland & Dist a minimum of 30 minutes between liberations. This was defeated 16 Feds to 4.

No. 6. It was proposed East Cleveland sec North Yorks that group 6 be liberated last for all inland races except for Nationals. (We would like to make a proviso that if this proposal is not passed then the 2 groups should be North & South instead of East & West. This was defeated 16 Feds to 6.

No. 7.  It was proposed Newcastle West sec. Trimdon that group liberations remain as in 2009. i.e East/West split. This was carried 16 Feds to 6.

No. 8. Teesside Federation proposed we form a group 7 for young bird races, say with North Yorks  for the first four races. This proposal was withdrawn.

 

Race Programme 2010. (See Attached Sheet).

No 1.  It was proposed Newcastle West sec. Trimdon that we adopt Race Programme A. This proposal only rec. 2 votes and was eliminated.

No. 2. It was proposed East Cleveland sec. North Yorks that we adopt Race Programme B. This proposal only rec. 2 votes and was eliminated.

No. 3. It was proposed East Cleveland sec. Houghton that the liberation time for all channel races to be left to convoyers discretion. This proposal was carried 28 votes to 23.

No. 4.  Mid Tyne and Trimdon Federations proposed the channel race programme for 2010 be as follows: Brussels, Liege, Bourges, Andrezel and Brussels.  This was defeated 9 Feds to 14.

(14 Federations voted to keep the same race programme for 2010 as was flown in 2009).

No. 5. It was proposed Gateshead sec. Houghton that for the 2010 race programme we find an alternative to Clermont race point. The NEHU would also like an alternative site if one can be found.

No. 6. It was proposed Houghton sec. East Cleveland that Clermont and Andrezel be liberated on a Friday. This was defeated 9 Feds to 12.

No. 7.  East Cleveland and Tees Valley Federations proposed that 2 Combine races cannot be held on the same day. This was withdrawn

No. 8. Trimdon Federation proposed that Eastbourne Yearling race be removed from programme and produce a yearling result from Folkestone 2. This proposal was withdrawn.

No. 9. Trimdon and South Shields Federations proposed that the young bird programme remain as in 2009. i.e. Bubwith, Bubwith, Worksop, Worksop, Melton, Peterborough, Rivenhall Maidstone, Bubwith. (The date of the Young Bird National not to be moved). This was carried 34 votes to 17.

No. 10. It was proposed Houghton sec. East Cleveland that the UNC hold a Young Bird open race from Lillers. Open to all NEHU Members. This proposal was carried. The date of the race will be Wednesday 22nd. September 2010.

No. 11. North Yorks Federation proposed the following young bird programme:

Bubwith, Bubwith, Worksop, Worksop, Melton, Melton, Huntingdon, Rivenhall and Maidstone . This proposal was withdrawn.

No. 12. Teesside Federation proposed the following young bird programme:

Worksop, Worksop, Melton, Melton, Peterborough, Peterborough, Rivenhall, Rivenhall and Maidstone YB National. This proposal was withdrawn.

Sections

No. 1. It was proposed Tees Valley sec. Trimdon that prize money for National Races be paid out pro rata to birdage.  This proposal was carried 15 Feds to 8.

No. 2. It was proposed Houghton sec. North Yorks the management committee review sections due to the imbalance of birds within each section. This was carried 15 Feds to 8.

No. 3. Teesside and Trimdon Federations proposed the UNC sections be as follows:

SECTION 1: BORDER, COUQUETDALE , WANSBECK, NORTHUMBERLAND PREM  TYNEMOUTH NORTH

SECTION 2: CHESTER-LE-STREET ,  GATESHEAD , NEWCASTLE WEST, HOUGHTON

SECTION 3: SOUTH SHIELDS, SUNDERLAND , SUNDERLAND PREM , NORTHEAST COUNTIES , MID TYNE

SECTION 4: TEESSIDE , SHOTTON , TRIMDON, TEES VALLEY , HETTON

SECTION 5:  NORTH YORKS, EAST CLEVELAND , SOUTH EAST DURHAM , HARTLEPOOL. This proposal was deferred to Part Two of the AGM.

After a lengthy discussion, regarding the sections  it was agreed that Federations submit alternative proposals for Part Two of the AGM.

 

Any Other Business

No. 1. Northumberland Premier Federation proposed that a penny a bird levy be put on each UNC race so that funding is in place to allow for random drug testing. It was unanimously agreed that drug testing take place for the Season 2010.  A small committee will be formed to agree fundamental procedures etc. including costings.

No. 2. It was proposed East Cleveland sec. Houghton that clocks should be set on a Thursday for Lillers races so if adverse weather is forecast for the Saturday the birds could be liberated on a Friday. This proposal was carried 26 votes to 25. This will only happen under extreme circumstances and a  minimum of 4 hours rest for the birds.

No 3. It was proposed Houghton sec. NEC that a web camera to be used at every liberation. This was defeated 7 Feds to 12.

No. 4. It was proposed Houghton sec. Sunderland Premier that the UNC to appoint a representative to do random checks at Federation/Combine marking to ensure all Combine rules are being adhered to. This was defeated 24 votes to 27

No. 5. Wansbeck Federation proposed that all birds on the transporter are liberated at the same time. It was agreed that every effort is made to ensure that this is carried out.

No. 6.  It was proposed East Cleveland sec. North Yorks to change the rule in the Handbook for inland Nationals, rule to read all inland national races to close on day of liberation at 10.30pm. This proposal was defeated 19 Feds to 3. (This means all National races become 2 day races).

Part Two of the A.G.M. of the Up North Combine Ltd will be held on Monday18th. January 2010 at 7.30pm. in the Hollyhill Club. Gateshead, Tyne and Wear.

 

No. 1.  Minutes of previous A.G.M. (Circulated to all Federations).

 

No. 2. To confirm Racing Rules and Bye-laws from part one of the A.G.M.

(a). East Cleveland, Mid Tyne, Hartlepool, S.E.Durham and Hetton propose that the UNC 7 Sections remain as in 2009. (See attached sheet).

(b). Teesside, Shotton and Trimdon Federations propose the UNC Sections be as follows:

Section 1. Border, Coquetdale, Wansbeck, Northumberland Prem and Tynemouth North.

Section 2. Chester, Newcastle West, Gateshead and Houghton.

Section 3. South Shields, Sunderland, Sunderland Premier, N.E.Counties and Mid Tyne.

Section 4. Teesside, Shotton, Trimdon, Tees Valley and Hetton.

Section 5. North Yorks, East Cleveland, S.E.Durham and Hartlepool.

 

No. 3. Balance Sheet for 2009.

No. 4. Officials for 2010.

No. 6.  Any Other Business.

(a). Houghton Federation propose that the Presidents position to be clarified in respect that no

individual has control or authority to the use of UNC equipment or transport without a majority

vote.

(b). Trimdon Federation propose examine maintenance costs of vehicles for efficiency savings and

outsourcing services.

(c). Gateshead Federation propose that services to the race points be fully itemised for each

individual on Balance Sheet.

(d). Gateshead Federation propose that the Lib-Line be updated in the proper fashion i.e. changed

when stated it will be changed and itemised on Balance Sheet showing how money was spent.

(e). Trimdon Federation propose once baskets are sealed at Club or Fed marking centres, then they

are not re-opened before despatch (exception Bourges and Andrezel).

(f). Teesside Federation propose running water on all wagons.

(g). Teesside Federation would like to propose an air circulation system to be installed on each

transporter to help keep internal temps down prior to liberation.

(h). Gateshead Federation  feel that if it is hard to get transporter in to pick up Clubs, the Club or

Clubs in question should find ways of transporting baskets to an appropriate pick up point.

This would make it possible for all the Federation to be on one transporter.

(i). Mid Tyne Federation propose that all finance meetings be held at normal meeting place in the

Evening.

(j). Mid Tyne Federation propose that no major expenditure be approved if there is not a quorum in

attendance.  (See powers of committee note 14 item 1 a minimum of five).
